The Mizukage's Office


Within the fourth floor of the Kirigakure Administration Tower is the Mizukage's Office, the place where ninja go to take missions. The Tower has a total of nine floors and it currently has eighty-eight rooms. Most of these rooms are reserved for council meetings, group gatherings, and administration discussions. Some of these rooms have soundproof walls and a special seal jutsu implanted upon the door to the room that blocks out all chakra and high frequency waves. Others are for military presentations, privacy while the Mizukage is doing his job, storage, education resources, and various other purposes. This mansion-sized building serves as a residence for the Mizukage, and his chamber is located at the eighth and biggest floor, completed with all the things the Mizukage needs. At the top floor, the ninth is an extremely secretive area. This is the place for top-secret administration documents and hides sealed scrolls with a list of the village's forbidden jutsu. The most advanced ninja work and regulation is done here. There are dozens of devices and mechanisms designed to detect intruders and any form of sound, chakra, and tracking. A rectangular barrier has been placed upon the door in which whoever enters without identification and knowledge of the "key", the important areas will be moved and hidden within the walls or floor leaving only one cubicle filled with false information, and a genjutsu that will keep them from finding the levers that will deactivate the concealment. As such, two guards are placed behind the door for frontal confrontation with enemies and to flush them out. With the several high authority figures working there along with a few squads of hunter ninja, security measures in the ninth floor is very tight.

Nevertheless, the Administration Tower is mainly used for resources/storage, important meetings between ninja squads, and documental work by those who hold the highest roles. The tower, build during the second year of Shodaime Mizukage's reign, is home to possibly the "most important administration room", the Mizukage's office. In here, this is where the most highest military authority in all of Kirigakure resides for village regulation and work. The room itself is rather big, having a 18 feet long by 15 feet wide by 16 feet high area of space. In the middle of the room is the desk the Mizukage works on. The floor is made up of blue-to-white ceramic tiles and the walls are colored white. To the left of the desk are two windows for view of the outside world, though it comes with shades to limit the water vapor coming in case the glass breaks. Above or below these windows are paintings of the previous Mizukages. To the left of the door (lower left corner) there is a bookcase filled with historical text explaining the backround of Kirigakure, it's founding, past events, and who were the Mizukages. The bottom shelf of the bookcase only has books with no text at all. There were told that these blank books were so that the Mizukage could write on them to take notes or make some sort of journal. But it's actual purpose unlocks the true purpose of the bookcase, which is to provide an immediate escape route to the nearest underground evacuation site by just tapping on the strip of the oldest blank book four times then pulling it from its position at a slow pace. To the right of the door is a large metal cabinet, that stretches from the lower right hand corner of the room ro the right side of the room, with low priority-classed reports from other villages and their nations. It contains any messages that would be considered as a need, contract, or basic profile delivery. The ceiling of the room is colored green and has a decorative mosaic that depicts the massacre between Kirigakure and the Mainu people, a race of underwater humanoids with mer(men)maid features. Hanging from the middle of the ceiling is a chain that suspends a small chandelier in the air. Between the light crystals and attached to the back of the candles are long-lasting, low-recovery pills and kunai.

And at the final side, the wall right behind the Mizukage's desk and opposite to the door is surrounded with massive rows of drawers, cabinets, and containers. This wall is the most hardest of the other walls in this room. The flooring that these storages stand on is also different from the ceramic tiles, as this time that area is a long, rectangular grass, blue-green, floor. The floor has been sprayed with "memory gas", as the Mizukage wears shoes with a certain brand of sole that is accepted only be the flooring. Should anyone not wearing this kind of sole step on the flooring, which is required in order to touch and open the storages, they will have their footprints "stamped" upon the floor and a mark will be left on their footwear. A Jounin-level ninja, someone who knows of the flooring's properties (usually a captain from the Hunter Nins or Seven Swordsmen of the Mist) can then head to a defense and counter center and activate the mark, paralyzing the target and the mark will dissapear into a signature that tells Kiri ninja where the target is. This is used to prevent unwanted access to the cabinets and drawers behind the Mizukage, which contains shinobi profiles, top-secret mission reports, and national-scale documents. This is usually where the Mizukage stores his work after he is done, organizating them by "class." Therefore, to take precautions against the most grimmest situations, one Mizukage had ordered a defense system to perserve all of his hard work and the village's progress. As it possess details about Kirigakure's offensive strength, there have been small recorders located right above the documents, which is then sent to Kirigakure's trackers. The recorder will then send an electrical current down a hidden wire to a closed lighter attached right below the surface of the row. This would incinerate all the information so it will not be in enemy hands. Right on top of these cabinets and drawers are four small square boxes. Each box contains permission slips, blank forms, blank checks, and letters. This is to be used for establishments, purchases, permits, or to loan expenses.

But to the most important part of all.... the center of the Mizukage's Office, the Mizukage's desk. This is where the workspace of Kirigakure's head. This is where the Mizukage spents most of his time on. Almost his entire daily routine is fitted within this room. The desk is rather large in terms of width and height, and has a wooden color and texture. The top has a flat surface with extensive triangular edges on each side except for the Mizukage will be on. The edge that is facing the door has a platinum tag labeled "The Mizukage." The bottom of the desk is hammered tightly to the floor. The right and left lower sides have retractable flat blocks that are used to hold food and cups. The side opposite to the back cabinets have compartments that the Mizukage might choose to store unfinished papers, listings, or for other purposes. There is a spacing between these compartments, which the Mizukage puts his foot in. On top of the desk are two cups of writing equipment, a file organizer for easy reach, a book behind the labeled edge, and piles of paper, files, and evaluations stacked atop of each other. For nearly a century, the leaders of the Mist have sat on the very chair present in the office since creation and placed themselves in a position where they must constantly fill up the desk with writing and paper. This is where shinobi go to in request for any missions, assignments, announcements, and courier. The entire system of the duties of Kiri's shinobi revolves around this room. The Mizukage takes care of military, administrative, govermental, and international cases, deciding how the village will succeed or fail, how it will run or not be, and the steps it will take to create peace within the ninja world or totally destroy the balance and plunge the world in a plague of chaos and bloodshed. Also known as war. It can be said that the written papers and pens are missiles, the one who will launch them hence the Mizukage, and the desk the base where it will be launched from. Now then, can such a leader be trusted? Who is the man that is currently sitting on the historical artifact known as a chair? But more importantly, who is the ninja who so-called find himself worth of "inherting" such high position?

Arashi Kuromura, Yondaime Lord Mizukage, is writing on his desk during a misty yet "wonderful" day. He is dressed in his Mizukage cloak, with the kanji letter for "Four" on the back. This man is the current Mizukage, and he is one of the most powerful ninja in all of Kirigakure history. Same old sunless day..... same old routine.. Today will be just like the rest.. thought Arashi. Although he had never considered that the work he is doing to be useless or boring, he is hoping that maybe something new will crawl into his world. Something that will divide the mist and let in some more sunlight. Something that will amaze the enemy instead of blinding them with cunningness and tricke- Arashi quickly shook his head. I'm having these pointless thoughts again. The only thing Kirigakure needs right now is my direction and an advantage over its competition. There is nothing but the enemy and their power to destroy you if you don't outwit them. The mist is our strength. His expression remained neutral and emotion concealed. He has convinced himself, as always. He is busy filling out paperwork, mission files, pleas from foreign nations, and responses to alliance mail. He has been doing this for the past five years. It had placed unpleasant strain on him, but after some time he has gained the ability to deal with it. He had been told that the work of the Mizukage strengthens ones leadership, logic, knowledge, and political skills. Arashi has never been into politics, but in knowledge and logic, he has never met anyone who could surpass him in it. Plus, he can have the rest of the day off once he finished everything, until the package for the next day comes. "Authoritical, military, in need of revision of writen law, ridiculous... judging simple things like these is quite engaging," reasoned Arashi. The Mizukage suddenly felt a sharp tinge in his hand and dropped his pain. He had been writing non-stop for the past two hours. He rubbed his head. Someone please brighten my day.... After shaking his hand a couple of times, he picked up the pen and continued doing his work.
